I believe the debuff is a temporary effect but Dhaka gives off permanent buff. A person living outside of Dhaka will always be dumber than a Dhakaiyan whether they are in Dhaka or not.
So, for the best result, live in Dhaka most of the time but go out every time you need to get rid of the temp debuff.

But, you don't really need statistics provided by me to see this. Look at some your cousins that grew up outside of Dhaka. You'll notice they are culturally backdated even if they grew up somewhere like the most urbanized part of their division (whatever division that may be).
