I believe the debuff is a temporary effect but Dhaka gives off permanent buff. A person living outside of Dhaka will always be dumber than a Dhakaiyan whether they are in Dhaka or not.
So, for the best result, live in Dhaka most of the time but go out every time you need to get rid of the temp debuff.
Also can we get rid of /desh/? It doesn't serve any purpose now that we have /pol/.
